The large influx of internally displaced people (IDPs) in Gbarnga and its environs changed the focus of the team’s work to the provision of humanitarian support to the IDPs up to 1994.

Sr. Miriam and her team fled to La Cote d’Ivoire and Guinea due to the outbreak of fighting in Gbarnga. There they provided similar services, including shelter construction, agriculture, health education as well as feeding centers for the refugees. Development Education and Leadership Teams in Action (DELTA) training was a key aspect of the work with Liberian and Sierra Leonean refugees. The work was supported by the Jesuit Refugees Service (JRS).

In exile, the team provided DELTA training for organized groups such as Women’s groups, the Liberia Advocacy Group (LIBAG), Flomo Theatre Productions, the National Teachers Association of Liberia (NTAL), the Liberia National Students Union (LNSU). General Seamen and Port Workers Union (GSPWU), the Justice and Peace Commission of the Catholic Church of Liberia (JPCL), Federation of Liberian Youth (FLY), and the Inter-faith Council of Liberia. Later, staff from NGOs and INGOs involved in relief development and advocacy work in Liberia attended the training. The team returned to Liberia in 1998 to end the JRS assistance of repatriation and resettlement of refugees and returnees.

At the end of JRS’ work, the team decided to establish and incorporate a local non-governmental, non-profit organization in 2000 known as the Development Education Network - Liberia (DEN-L) to continue the training program. Sr. Fionnuala Cole from the SSL congregation joined the team.

DEN-L later constructed a residential training center in Gbarnga City, Bong County. The facilities are much sought after by local and international organizations for training purposes.

To help address the above situation, the Jesuit Refugee Service (JRS) sent Sr. Miriam Therese O'Brien, SSL at the invitation of Bishop Benedict D. Sekey, to work with the Church. On her arrival in 1992, Sr. Miriam T. O'Brien set up a team of Liberians to work with lay people in the church.
In order to strengthen lay people’s contribution in pastoral and development activities, the Bishop of the Catholic Diocese of Gbarnga organized a workshop for pastoral workers in Bong, Lofa and Nimba Counties. The workshop was intended to create space for the group to share and analyze their experiences from the Liberian civil war and explore possible ways to increase their participation in pastoral and development activities. As a result of the workshop, the training of lay people became a priority in the Diocese.
